Ans : Studies have shown that Smart Cities cannot be sustained without villages and rural communities that foster them.
Smart villages are needed to sustain Smart cities in India:
For the success of the smart city mission, rural-urban migration has to be reduced or alternatively the lives of migrants need to be improved in cities. Migration is the major hurdle in development of smart cities because:
1. Migration leads to development of slums which reduces the availability of basic amenities to the people
2. The large-scale migration led to increase in labour supply and ultimately reduced wage rate which caused people to live with pitiable housing and education facilities.
3. Large epidemics caused by diseases like dengue, malaria etc are indirect results of population explosion in big cities which is mainly caused by migration.
4. It also leads to degradation of the environment.
Way Forward:
1. To make villages in India smart, a lot of investment in digital infrastructure is required. This empowers the majority of our people to create value for themselves - a breeding ground for innovation.

2. During the COVID-19 crisis the exodus of millions of migrant workers from cities and back to their villages in India demonstrated that digital infrastructure that connects rural populations to the rest of the world is critical.
3. Governments are missing resources to singlehandedly provide all the needed solutions for given challenges.
4. Studies call upon large corporations, governments and universities to take up the responsibility in solving villagers’ needs while tapping into exciting growth markets.
5. If we do not empower rural populations around the world, we will pay a much higher price as a global community just as we are now paying.
6. We need Open Innovation ecosystems to accelerate economic and social impact
